I tried to level up my level 1 boxcar (weight: 2) with a level 3 box car (weight: 2) in my hand.
When I clicked on build and selectedd the lvl3 box car the following message appeared:
The capacity of your train is not enough... Try to discard some cars!
even the weight total wouldnn't change.
I think there should be an option to choose either extend your train or upgrade a car after selecting build as action

the lvl1 box car has 3 cost
difference would be 6 cost, but I have caboose 5 which reduces costs to 5
Nevertheless the error message doesn't mention the lack of cards but the lack of weight power.
I'll try to get enough card next move to try it again.
