I have played Agrarian Fences, so I should be able to build fences on Grain Utilization even when I cannot sow or bake. I have built 10 fences, and I have 5 wood at that point. There are empty spaces adjacent to my built fences so clearly I should be able to build fences. References from the compendium is attached below.

Each time you use the "Grain Utilization" action space, you can take a "Build Fences" action instead of one of the two actions provided by the action space.
You can take a “Build Fences” action in this way without the ability to sow or bake.
