In this game, I was unable to put anything on the 5 silver spot on my Bear Island. In fact, it showed that I could place items over the Axe that had been placed earlier. It was almost as if the Axe wasn't there. But it doesn't explain why I couldn't place an item (ore, silver, wool) if it covered the 5 silver spot on the island.
