I had one meeple on my zaibatsu board, all refill slots were full.

Clicked on worker meeple, clicked on produce, then clicked on each factory in turn, then clicked confirm. At that point I saw the error message in the status bar and the right hand game log. attempting the action with just two factories, and attempting the action after refresh produced the same result.
