It looks like it is happening to all goals of the type:
3 points if you have more of animal x than of animal y.
(we didn't encounter the equal situation yet)

Our conclusion the <-symbol is pointing in the wrong direction in the code that does the scoring.
For example this player had these cards + 1 bird point, and it came out correctly to 23 points: i.imgur.com/vZJMSU3.png
