The Kepri's Rebellion Curse only should force the Scarab holder to give a Star/LIghtning/Heart at the start of other players turns, not their own. However, the game applies this penalty on the "turns" of dead players. So if Players A & B remain, Player C is dead, and player A has the scarab, after player B's turn, the game makes player A give a Star/Lightning/Heart to Player C, then starts Player A's turn.
