Actions attempted:

Activate Engineer 12 - Factory or Locomotive
Place Locomotive 6 in place of 1 on Beijing-Baotou
(now combined value is 8 unlocking remove site token per rules)
Prompted to Skip Buy or return locomotive as factory - choose either

However the log shows that during player's prior move, #34, a site token removal action was skipped. During that turn that action was not granted and thus not selected. There was definitely no prompt to be Done without taking an available action. (I have almost done that in the past so I look around more often now to double check for those.)
