This has happened in 188940781 and 188943871. I haven't been able to place totems in areas that I believe should have allowed me to place them. The areas already had tents in them, and the majority of the tents was a higher number than present totem pieces.

Otherwise you do not misunderstand the rules. You can always place totems up to the tent majority in that territory - regardless who has the majority or how many (even 0) tents you placed there.
