It must be possible to overtake cars at speed 00 and 0 under yellow flag. During the game on BGA, I am allowed to overtake cars at speed 00 but I have been blocked by a car at speed 0.

Rule book, page 18, "Yellow flag" section:

"A Yellow Flag token is placed next to the player’s car when drawn, not on their Dashboard. Whilst on the track, the Yellow Flag restricts overtaking. A player may not move alongside another player’s car during this time. However, players move past cars at 0 or 00 speed (including the car with this token) freely.Once the car with the Yellow flag moves, the Flag token is removed and placed on the player’s Dashboard."
