I took the building action at Casa de Coroa to flip my guild tile. However, I didn't realize I didn't have a worker in area 3. I paid for the action, and obviously nothing happened!
My suggestion would be to prompt a player--i.e. you have no workers in area 3 are you sure you want to do this?
