I tried to trigger it three times and it did not work, by cancelling the spirit activation and re-triggering it. I have had this happen before, so I thought maybe it had to do with the tile being on the left side rather than the right side, but I was able to trigger the action the move after with the blue snowflake and the yellow 5, so I am not sure why it didn't work.
