I wanted to make a final cheese in Villes on my final turn, which was the bonus one provided by the Workers Quarters building. I was able to do all the other available actions (activate a building and gather resources) and I had what I needed to make the cheese (white worker and fruit), but the interface did not allow me to place a worker into Villes.

I tried clicking on the spots on the map that I wanted to go to, and I looked for the option up where the actions buttons are. Only "Gather resources" and "Activate Structure" appeared along with "End Turn" and the undo buttons.
