In the case of a religious war that changes the theocratic status of an empire, it would be helpful to show the empire as its new type before prompting the user to choose the positions of any surviving agents.
The screenshot below will make it easier to understand what I'm talking about here. Basically: I played a successful Reformation one-shot in Byzantium, which had previously been a medieval state. I had one surviving agent, a Reformist knight, so the game prompted me to choose the city where I wanted to place that agent. When making this choice, a player will want to consider what types of levies each city will raise. But that information doesn't seem to be available in this case, because at the time the game displays the prompt, it is still displaying Byzantium's medieval state card rather than its Reformist theocracy card.
In my screenshot, I'm asked to choose between Tana and Caffa. If one of those cities has a rook as its levy and the other has a knight, then I want to choose the rook city, to maximize my potential campaign strength later. But I can't see what the levies will be once the theocracy is in place. In this particular case it doesn't matter, because both cities have rook levies in the Reformist Byzantium, but hopefully you can see what I mean in general. -
