This happened several turns in succession, even when I had my wolves surrounding a lone pack wolf of his, with him on the only color I could do with 3 cards, I was unable to dominate to finish the game.

Could you please share some more details? As far as I can see you've attempted to dominate an opponent wolf on a grass hex, but there are no valid targets. The only single forest wolves are on forest and desert hexes which you should've been able to dominate using a single tile and 2 terrain tokens.

From what I see you can end the game right now, you can move your alpha to the grass in the middle and dominate the pack wolf in the forest there, is there something I'm missing?

Seems I have the same issue -- Dominate is not an option for me. My opponent said they are still able to perform dominate.

I should be able to dominate any of the 3 dens circled in the screenshot?

Please disregard my earlier comment. I think I can't dominate because I have no more wolves or dens to place. :D Thanks for your hard work!

No problem, the corresponding actions are indeed unavailable when there are no more wolves/dens/lairs on the player's board.
I suppose this issue can be closed for now.

This problem still exists. If a player doesn't play normally, doesn't build dens, and stays together with their wolves, the opponent cannot dominate and cannot finish the game. Then the game will end with timeout which may result unfairly. There should be a way to detect if this happens and award the match to the sole active player. Bringing this thread back to life because we also seem to be stuck in a loop. Neither of us can howl (because all lone wolves are gone) or build lairs because of remaining den placements. So we can not place a final token on the moonlight board. all we can do is move. Here are relevant screen shots including our troubleshooting chat

There is still no response from the designers on how to handle this.
